The Draft Federal Law No. 991643-8 “On Customs Regulation in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation” dated 03.08.2018 No. 289-FZ is under consideration by the State Duma.

Mosgo & Partners lawyers have learned that this draft law has been adopted in the third reading.

As a general rule, it will be possible to ask for a preliminary decision on the classification of goods through “Gosuslugi” portal or APS “Personal Account”.

It will be allowed to submit a paper application only if the customs authority will not be able to receive it electronically. It comes to the cases of malfunction of information systems due to power outages, interruptions in the operation of the Internet, etc.

When submitting an application in paper form, the application itself and the documents attached to it are to be numbered and stamped (if there are a stamp).

Currently, the applicant can independently choose the paper format for submitting an application.

The amendments may enter into force 30 calendar days after the publication of the law.
