Changes in Military Registration Rules in 2026
In March 2026, new rules for military registration and conscription came into force in Russia, approved by Government Decree No. 312 of March 24, 2026.
These changes primarily solidified the transition to a year-round conscription system, which began on January 1, 2026: medical examinations, psychological assessments, and draft board meetings are now held continuously throughout the calendar year, although the actual dispatch of recruits to their service locations still takes place during the traditional periods — from April 1 to July 15 and from October 1 to December 31.
A key innovation is the formalization of electronic document flow: draft notices are now mandatorily mirrored in the Unified Register of Summonses and citizens' personal accounts, with the reporting period for an electronic summons not exceeding 30 days from its publication. Furthermore, if sufficient information exists in the military registration database, the draft board may now decide on a deferment or exemption from service without the conscript's personal appearance. The obligations of employers have also been clarified: accredited IT companies and religious organizations are now required to notify the military commissariat of the dismissal of employees who received deferments within five calendar days.
Additionally, starting in 2026, temporary restrictions have been introduced for conscripts who fail to appear in response to a summons within 20 days, including a ban on registering as an individual entrepreneur, real estate and vehicle transactions, obtaining loans, and using driver's licenses.
