In Moscow, the procedure for registering employers for military accounting has been revised.
As of February 2026, a centralized military accounting system for organizations has been implemented in Moscow. This means that district military commissariats no longer handle the registration of companies. All related matters are now managed exclusively by the Unified Department for Military Accounting Control and Legal Entity Inspections.
This department is located at 8/13 Goncharova Street (near Butyrskaya metro station), with reception on the first floor in the Records Management division. Operating hours are from 10:00 to 16:00 (until 15:00 on Fridays), and appointments are not required. The department can be contacted by telephone at +7 495 618 11 21.
When visiting, a company representative must present a power of attorney authorizing document signing if their details are not specified in the order or work plan concerning military accounting. For initial registration, in addition to the standard set of documents, it is mandatory to provide an extract from the Unified State Register of Legal Entities (EGRUL) and an expanded list of employees subject to conscription, including columns titled “Military ID” and “Military Commissariat of Registration.” The department’s staff may also request additional paper logs such as correspondence records, directives, or Form No.10. Notifications regarding changes in leadership, organizational address, or the individual responsible for maintaining military accounting are to be submitted to this same address. If a company is already registered, resubmission of documents is not necessary; data will be automatically transferred from district military commissariats.
It is important to remember that the new regulations pertain solely to the interaction between the company as a legal entity and the military commissariat. The procedure for handling matters concerning employees remains unchanged: information regarding hiring, dismissal, and other changes related to a specific employee must continue to be submitted to the military commissariat at the location where they are registered.
