Administrative legislation and traffic regulations in Russia are undergoing a process of systematic modernization aimed at tightening control over key violations and increasing overall road safety. The large-scale revision of fines is accompanied by changes to the general rules of administration, including a reduction of the early-payment discount to 25% and a simultaneous increase in the grace period for its use to 30 days.

Significant changes have affected the liability for driving into an oncoming traffic lane in violation of Article 12.15 of the Code of Administrative Offenses (KoAP RF). Now, for the first instance captured by automated traffic cameras, a motorist faces an alternative-free fine of 7,500 rubles. A repeated violation of the same type within a year, captured by a photo and video enforcement system, is also punishable by a fine of 7,500 rubles, while a driver's license suspension for a period of one year for a repeated oncoming lane violation is imposed by a court only if the violation was detected and recorded by a traffic police officer in person.

Law enforcement practice regarding phone use while driving under Article 12.36.1 of the KoAP RF has also become significantly stricter, with the base fine set at 1,500 rubles. Any manipulation of a smartphone that requires holding it in one's hands while the vehicle is in motion is prohibited, including typing and reading text messages, scrolling through social media feeds, or making video calls. The only fully legal way to use a gadget is to secure it in a stationary car mount or to communicate via a wireless headset and speakerphone system.

At the same time, the liability for operating a vehicle with excessively tinted windows under Article 12.5 of the KoAP RF remains at 500 rubles. The enforcement procedure itself still requires physical measurements using a special certified device carried out directly by an officer at the vehicle stop location, since automated traffic cameras are not equipped to measure window transparency remotely.

Municipal paid parking systems in major Russian metropolitan areas are also synchronizing their rules and time limits. They set the standard time allowed for a driver to pay for parking at 15 minutes from the moment of stopping, while fines for non-payment are determined by regional laws and average up to 3,500 rubles depending on the particular federal subject of the Russian Federation.

As part of the digitalization of public services, a project for booking and legally purchasing "premium" license plates is being launched. This mechanism allows drivers to select a desired combination of letters and digits in advance through their personal account on the "Gosuslugi" portal within transparent digital auctions integrated with Ministry of Internal Affairs databases.

Changes have also affected safety regulations at gas stations, where strict fire safety requirements apply. Drivers are prohibited from using electronic devices that lack explosion protection in the immediate vicinity of fuel dispensing nozzles while refueling a vehicle. A total ban on dispensing fuel into non-certified containers is also regulated, permitting the transport of fuel exclusively in specialized metal or plastic canisters.
