Starting August 31, 2026, Russia will introduce large-scale changes to the mandatory occupational safety training regulations. The new legal requirements aim to optimize HR processes while significantly tightening control in high-risk operational areas.

A major relief for businesses is the elimination of repeat introductory briefings and knowledge checks when an employee transfers to a new position. This exemption applies strictly if the actual working conditions, job duties, and professional risks of the worker remain completely unchanged. Furthermore, the government has established a uniform, fixed validity period for all standard training programs, which must now be renewed exactly once every 3 years.

Concurrently, the regulatory bar is being raised for new hires entering high-danger production environments. During their first year of employment, employers are legally required to conduct refresher briefings at least once every three months. Legislators have also revised the rules for staffing agencies that deploy temporary personnel to third-party companies.

The legal responsibility for conducting all necessary safety briefings now rests entirely on the host company where the worker physically performs the tasks. Business owners and HR managers must update internal first-aid training programs and verify the compliance of personal protective equipment before the deadline.
