Roskomnadzor confirms: Corporate VPNs remain unrestricted
Roskomnadzor has officially stated that it does not intend to restrict the use of VPNs by Russian companies for corporate purposes. As the agency reported on April 22, 2026, citing current regulations, "the use of network encryption protocols (VPN) for corporate interaction within domestic communication networks is not restricted". Furthermore, companies requiring access to foreign online resources for their production activities may obtain it by submitting an appropriate application. To date, Roskomnadzor has already provided such access for over 57,000 addresses and subnets belonging to 1,730 Russian companies.
It is important to note that restrictions introduced as of September 1, 2025, under Federal Law No. 281-FZ of July 31, 2025, and new Article 13.52 of the Russian Administrative Code, apply exclusively to VPN service owners who fail to comply with requirements to connect to the Federal State Information System (FSIS) for filtering prohibited content. Violations may result in fines for legal entities of up to 1 million rubles. However, these measures target services that enable mass circumvention of blocks and do not affect secure corporate communication channels used for employee remote access, internal resource connectivity, and business information security. Consequently, companies may continue using corporate VPN solutions — after notifying the regulator and having their IP addresses included on "white lists" if necessary — without risk of being blocked or penalized
