Starting from September 1st, 2025, new restrictions on advertising on certain Internet resources will come into force

Starting from September 1, 2025, the new restrictions on advertising in the Internet resources recognized as extremist, undesirable or blocked on the territory of the Russian Federation will come into force in Russia (Federal Law No. 72-FZ of 07.04.2025 “On Amendments to the Article 12 of the Federal Law “On Countering Extremist Activities" and to the the Federal Law “On advertising"). Advertising in any format is prohibited, including any mention of goods and services, calls for subscription for the purpose of content exchange, native integrations, hidden publications and free promotion, both on new and previously posted posts, if they were not deleted before September 1st, 2025.

Facebook Instagram* and Facebook* (both owned by Meta*, a recognized extremist company and banned in the Russian Federation) are among such resources. The restrictions apply to legal entities, individual entrepreneurs, the self-employed, and individuals.

Administrative penalties in the form of fines are provided for violations of these prohibitions: for individuals and the self—employed — from 2,000 to 2,500 rubles, for individual entrepreneurs and officials — from 4,000 to 20,000 rubles, for legal entities — from 100,000 to 500,000 rubles.
