The President of Russia signed a law on raising the VAT rate, revising the income threshold for the tax system, and other personal income tax amendments

The President of Russia has enacted Federal Law No. 425-FZ dated November 28, 2025, titled “On Amendments to Parts One and Two of the Tax Code of the Russian Federation, Certain Legislative Acts of the Russian Federation, and Invalidation of Legislative Acts (Certain Provisions of Legislative Acts) of the Russian Federation.”

This legislation introduces several key changes, including:

· an increase in the standard VAT rate from 20% to 22%;

· a phased reduction of the maximum income threshold for the simplified tax system (USN), above which VAT is applicable, down to 10 million rubles;

· an extension until 2030 of the restriction on offsetting current period income tax bases with losses from previous years;

· exemption from personal income tax and related contributions for expenses incurred under voluntary health insurance policies when traveling abroad.

Many of these amendments will take effect as early as January 1st, 2026.
