Starting from January 1, 2026, the VAT exemption for bank card servicing and related services has been cancelled for organizations that provide information and technological interaction between settlement participants.

In a Letter dated 24.12.2025 No. 03-07-05/126006, the Ministry of Finance of Russia listed the operations and bank card services that are subject to VAT:

· registration (issue), reissue (reissue), including at the levels of urgency, of the card and the additional card (children's, corporate), blocking and unblocking of the card, PIN code change, maintenance (monthly, quarterly, annual) and delivery of the card;

· card acceptance services provided by the acquiring bank to organizations and individual entrepreneurs providing services to the public;

· other card operations and services that are not related to banking operations.
