By his Order No. 202 dated May 9, 2017, the President of Russia introduced enhanced security measures for the period of the FIFA Confederation Cup Russia 2017 and FIFA World Cup Russia 2018. These measures include, among others, rigorous migration registration rules for foreign nationals visiting the Host Cities during these periods.

Registration of each foreign national at the place of stay or residence should be completed within 24 hours from the date of his/ her arrival (para. 4d of Order No. 202 dated May 9, 2017).

This obligation and the responsibility for violations of this rule are borne by hosting parties (e.g., the employers). Ordinarily, they have 7 working days to do this. The only exception is made for hotel stays: the hotel management shall in all cases comply with the migration registration requirements within 1 working day following the day of the guest’s arrival (Art. 20 of Federal Law No. 109-FZ dated July 18, 2006).

These enhanced security measures apply to foreign nationals, who:

• from June 1, 2017 through July 12, 2017 arrive in Moscow, Saint Petersburg, Sochi and Kazan;
• from May 25, 2018 through July 25, 2018 arrive in Moscow, Saint Petersburg, Volgograd, Ekaterinburg, Kazan, Kaliningrad, Nizhny Novgorod, Rostov-on-Don, Samara, Saransk and Sochi.

Please be reminded that the hosting party’s failure to comply with the migration registration requirements, including untimely notification of arrival, is punishable by an administrative fine of up to RUR 500,000 for legal entities (Art. 18.9(4) of the Russian Administrative Offences Code).
