Mandatory Electronic Product Labeling Effective March 1, 2026
New regulations regarding the labeling of electronic products within the “Chestny znak” system have come into effect on March 1st, 2026. These requirements apply to manufacturers, importers, wholesalers, and retailers of smartphones, laptops, tablets, lighting equipment, electrical appliances, printed circuit boards, and semiconductors. These amendments were introduced by the Decree of the Government of the Russian Federation dated November 28th, 2025, No. 1954.
The initial phase entails mandatory registration in the system starting March 1st. From May 1st onward, manufacturers and importers must apply codes to new batches of goods. For products imported or manufactured before April 30th, a six-month period for labeling existing stock is provided-until November 30th, 2026.
As of December 1th, 2026, the circulation of unlabeled electronic products will be completely prohibited; all transactions involving these goods must be documented through electronic data interchange. Retailers will be required to transmit sales data to the system beginning March 1st, 2027.
Additionally, the serial number in the labeling code will now consist of 20 characters instead of 13; therefore, when ordering codes, it is essential to consider this new format.
