New EU restrictions on Russia
On October 23th, 2025, the EU adopted the 19th package of sanctions against Russia (Council Regulation No. 2025/2033 amending Council Regulation No. 833/2014, Council Regulation No. 2025/2035 applying Council Regulation No. 269/2014, Council Regulation No. 2025/2037 amending Regulation No. 269, etc.).
The measures include:
· Banning LNG imports from Russia. The restrictions will apply to short—term contracts from April 26, 2026, and to long-term contracts from January 1, 2027.
· Expanding the list of goods prohibited for export to Russia. The new list includes microelectronics, chemicals for gunpowder, metals, oxides, rubber products, pipes, tires and building materials.
· Personal sanctions against 20 Russian individuals.
· Restrictions for crypto and payment services. European services can no longer provide Russians with electronic wallets, cards, and custodial accounts. In addition, the issuance of electronic money, acquiring and intermediary services for money transfers are prohibited.
In addition, on November 6th, 2025, the European Commission issued a decision establishing “adapted rules” for issuing Schengen visas to persons applying to consulates of EU member states in Russia. If these rules are applied, Russian applicants will have to scrutinized thoroughly and frequently before a visa can be issued. Multiple-entry visas, as a rule, will be issued only to certain groups of applicants who represent a “reduced risk” group. It comes to the close relatives of people living in the EU and transport workers ((seafarers, truck and bus drivers, members of train crews).
